Background of the Study

The global proliferation of technology has necessitated robust information technology (IT) compliance regulations to protect sensitive data and ensure accountability in organizational operations. IT compliance refers to adhering to industry standards, legal frameworks, and organizational policies to safeguard data, optimize performance, and maintain competitive advantage. Telecommunications firms, as custodians of critical data and enablers of communication, face unique regulatory challenges. In Nigeria, the telecommunications industry has witnessed rapid growth, contributing significantly to the national GDP, but this growth comes with heightened risks of non-compliance, data breaches, and operational inefficiencies.

In Taraba State, where digital infrastructure is still developing, ensuring IT compliance is both a necessity and a challenge. Poor adherence to IT compliance regulations can lead to financial losses, reputational damage, and regulatory sanctions. Additionally, the disparity in organizational policies, coupled with limited technical expertise, complicates compliance efforts. This study seeks to assess the intersection of IT compliance regulations and organizational policies within the telecommunications sector, providing insights into the effectiveness of existing frameworks and identifying areas for improvement. Recent studies (Adegbite & Umeh, 2023; Olayemi, 2024) underscore the importance of integrating compliance mechanisms with strategic policies, especially in developing regions.

Statement of the Problem

Despite the critical role of IT compliance in safeguarding organizational integrity, many telecommunications firms in Taraba State lack comprehensive compliance frameworks. This has led to recurring challenges, including data breaches, operational inefficiencies, and penalties from regulatory bodies like the Nigerian Communications Commission (NCC). Furthermore, inconsistencies in organizational policies and inadequate awareness among staff exacerbate these issues.

Research by Ahmed and Musa (2025) reveals that IT compliance lapses in Nigeria's telecommunications sector are often linked to poor policy implementation and a lack of continuous monitoring. However, the specific challenges faced by firms in less-developed regions like Taraba State remain underexplored. Addressing these gaps requires a nuanced understanding of how organizational policies influence compliance efforts and identifying strategies to mitigate risks. This study aims to fill this gap by evaluating the effectiveness of IT compliance regulations and organizational policies in the telecommunications industry in Taraba State.

Objectives of the Study

  1. To evaluate the level of adherence to IT compliance regulations among telecommunications firms in Taraba State.

  2. To examine the influence of organizational policies on IT compliance practices.

  3. To identify challenges and propose strategies for improving IT compliance in telecommunications firms.

Research Questions

  1. What is the level of adherence to IT compliance regulations among telecommunications firms in Taraba State?

  2. How do organizational policies influence IT compliance practices?

  3. What challenges hinder IT compliance, and what strategies can improve compliance in telecommunications firms?

Research Hypotheses

  1. Telecommunications firms in Taraba State do not significantly adhere to IT compliance regulations.

  2. Organizational policies do not significantly influence IT compliance practices in the telecommunications sector.

  3. Challenges in IT compliance are not significantly addressed by existing strategies.

Scope and Limitations of the Study

The study focuses on telecommunications firms in Taraba State, assessing their adherence to IT compliance regulations and the role of organizational policies. Data will be collected through surveys, interviews, and document reviews. Limitations include potential reluctance from firms to disclose sensitive information and challenges in accessing comprehensive data due to security concerns.
